What is Polish SENT system and how to fulfill new law requirements

What is the Polish SENT system

 

Recently, we wrote on our blog about the new law regarding the SENT system in Poland, which will also apply to foreign carriers, including Norwegian carriers.

 

Today, we would like to explain what SENT is, and how to comply with this new requirement.

 

SENT (System for Electronic Transport Supervision) is an IT Polish system that regulates the reporting obligations for the transport of certain categories of goods.

 

Initially, the SENT system was introduced to prevent tax crimes, to control the flow of selected goods (like waste, fuel, alcohol, and other), and to monitor such transport of goods within Poland.

 

In this system, the company carrying out road transport of goods is obliged to provide the driver with a reference number before starting the transport within the territory of Poland.
If the driver does not receive the reference number, or a document replacing the notification and the confirmation of acceptance of the document replacing the notification, the journey is considered to be carried out without a valid permit.

 

During the entire transport operation covered by the notification, the company must ensure to transfer live geolocation data of the vehicle, through a GPS device, or the application e-TOLL PL on smartphone.

 

Lately, we have written on our blog that significant changes are being introduced for foreign carriers and freight forwarders that will apply:


– From 1 November 2024: for transport companies not established in an EU Member State, the Swiss Confederation, or an EFTA Member State.
– From 1 January 2025: for road hauliers from EU Member States, the Swiss Confederation, or EFTA Member States who perform road transport of goods in Poland to or from a non-EU country, based on permits required by international agreements between Poland and those countries.

 

Because starting January 1, 2025, new regulations will apply to carriers registered in EU countries, and also registered in Norway, we would like to explain how to meet these requirements.

 

To register goods in the SENT system, goods must be reported online via the PUESC electronic platform https://puesc.gov.pl/, which is available in Polish and English language.

 

Now, before the new law is not active, you can try out how it works on a testing website:

On that website, in the “ FORM” section, you will find three forms

 

RMPD100 – Registration of the notification of the carriage of goods
RMPD – Update
RMPD406 – Checking the validity of transport report with last GPS position [RMPD]

 

You can find it by searching the right form alphabetically.
