New SENT Obligations in Poland from 17 March 2026

What Norwegian Exporters and Polish Importers of Clothing & Footwear Must Know

From 17 March 2026, Poland is expanding its transport monitoring system (SENT) to include clothing, used clothing, and footwear.

For Norwegian exporters shipping goods to Poland, or transporting them through Poland to other EU countries (for example, Lithuania), this change introduces new compliance requirements that must be handled correctly before and during transport.

The Polish SENT system (Electronic Transport Supervision System) is a government monitoring platform used to monitor the road and rail transport of selected goods considered sensitive from a tax and customs perspective.

The new SENT obligation applies to:

1 Clothing and clothing accessories

CN Chapter 61 – knitted or crocheted apparel
CN Chapter 62 – non-knitted apparel
If the shipment exceeds 10 kg

2. Used clothing

CN code 6309 00 00
If the shipment exceeds 10 kg

3. Footwear

CN Chapter 64 (excluding parts)
If the shipment contains more than 20 items (e.g., 10 pairs)

The obligation applies to:

  • Imports into Poland (including shipments from Norway – a non-EU country)

  • Transit shipments passing through Poland (e.g., Norway → Lithuania / Germany / other EU countries)

Before the transport enters Poland (or before starting transport within Poland), a SENT notification must be submitted.

The system requires real-time geolocation monitoring during transport through Poland, therefore the logistics process now requires synchronized transport planning, customs coordination, and SENT compliance.
