Cross-border waste shipments are becoming more digital and more closely controlled.
From 21 May 2026, the EU’s revised Waste Shipment Regulation started to apply in the European Union.
At the same time, the EU launched DIWASS, the Digital Waste Shipment System.
DIWASS is a central electronic platform for sharing information and documents related to waste shipments across borders. The aim is to make waste movements easier to track, easier to document and more transparent for both companies and authorities.
For businesses, this means a move away from paper-based procedures and towards digital documentation. Shipments that require prior informed consent, often called PIC, will be handled digitally through DIWASS.
Green-listed waste, such as many non-hazardous materials sent for recovery, will also become part of the digital system. However, the mandatory use of DIWASS for Annex VII documents for green-listed waste has been postponed iuntil 1 January 2027. This gives businesses more time to adapt.
For Norwegian companies, it is important to note that Norway is part of the EEA, but not the EU. The new EU regulation does not automatically apply in Norway from 21 May 2026. It will apply to Norwegian operators only after it has been incorporated into the EEA Agreement and Norwegian law. Until then, Norwegian companies must continue to follow the current waste shipment rules.
Even so, Norwegian importers, exporters, transport companies and waste operators should already prepare for DIWASS. This is especially important for companies working with EU partners or transporting waste to, from or through EU countries.
From 1 January 2027, exporters of green-listed waste, such as for example clean paper waste sent for recycling, should expect Annex VII documentation to move into DIWASS. For Norwegian exporters, customs export procedures will still remain separate, but waste shipment documentation will become more digital and will require coordination between the exporter, carrier and receiving facility.
First, the company user must create a personal EU Login account. In Norway, companies will use DIWASS through direct login.
The first user registered for the company must normally be the general manager, as listed in the Norwegian Central Coordinating Register for Legal Entities. This first user will be approved by Miljødirektoratet and will become the company administrator in DIWASS.
If another employee should act as the administrator, the company may need to send an authorisation from the general manager to Miljødirektoratet before registration.
When registering the company, exporters should make sure that the organisation number, contact person, email address, phone number and company address match the information in official Norwegian registers. Miljødirektoratet recommends that each company has at least two administrators.
Once the company is registered and approved, the administrator can give other users access to represent the company in DIWASS.
