When moving goods between Norway and the European Union the EUR.1 movement certificate is an important tool for lowering customs duties and improving cost efficiency. This document can mean the difference between paying full customs duties or none at all.

What is an EUR.1 Certificate?

The EUR.1 certificate is an official document proving that goods originate from a country covered by a free trade agreement. Since Norway is a member of the European Free Trade Association (EFTA), it has numerous agreements with the EU and other countries.

If your goods qualify under the rules of origin, an EUR.1 allows the importer to pay reduced or zero customs duty in the destination country.

What are some examples of EUR.1 use

If Norwegian fish is exported to Poland, and it meets the rules of origin (e.g., caught in Norwegian waters and processed in Norway), an EUR.1 can be used to reduce or eliminate import duties on the fish in Poland.

Similarly, if manufactured goods in Norway use materials from other EEA countries and meet the processing requirements, they can potentially qualify for preferential treatment in Norway with an EUR.1.

How to obtain EUR.1 ?

EUR.1 certificates are issued electronically via Altinn (available for businesses). To apply, the exporter completes the relevant form directly in the Altinn portal.
The electronic version is not available for private persons.
In the paper version for private persons, the certificate is filled out by the exporter and issued by Customs.

Note that you must have valid origin documentation before you can fill out the form on paper or in Altinn.

When using electronically form, once the form is completed, Altinn will generate a finished EUR.1 certificate with date, customs stamp and signature from the Norwegian Customs Authority.

Important:
The completed document must be printed in colour and manually signed in box 12 by the exporter.
Only then is the certificate valid and ready to accompany the shipment.
