Revised Implementation Plan for Digitoll

REVISED IMPLEMENTATION PLAN FOR DIGITOLL – TRANSITION PERIOD EXTENDED TO 2026

 

The Norwegian Customs Authority (Tolletaten) has announced an extension of the transition period for implementing Digitoll until 2026. This decision follows extensive consultations and dialogue with stakeholders, including the Confederation of Norwegian Enterprise Logistics and Transport (NHO LT).

 

Previously, mandatory declarations for all imported goods, along with digital compliance with notification and reporting obligations, were set to become obligatory from April 1, 2025. However, based on industry feedback highlighting the time and resources required for this transition, the Customs Authority decided to delay these requirements to allow businesses additional preparation time.

New Implementation Plan: 

The revised Digitoll implementation plan will now proceed in two phases:

  • Phase 1: Starting February 1, 2026, digital compliance with notification and reporting obligations will become mandatory.
  • Phase 2: From September 1, 2026, mandatory declarations must be submitted no later than the border crossing. At the same time, the direct transport scheme will be phased out.

 

Until September 1, 2026, border crossing references can be linked to either import declarations or the customs warehouse holder’s goods registration numbers. The option to use goods registration numbers will be available in Digitoll from November 2024 for those who wish to adopt it early. However, this option will end once Phase 2 is implemented.

The Norwegian Customs Authority strongly encourages all stakeholders to begin using Digitoll as extensively as possible for goods entering Norway during 2024 and 2025.
