What Norwegian Exporters Need to Know
The United States has introduced new tariffs on goods from Norway. The additional tariff increased from 10% to 12.5% on 24 July 2026 which may put Norwegian exporters at a disadvantage compared with EU competitors.
New 12.5% tariff on Norwegian goods
The new US tariff system came into force on 24 July 2026 and it replaced the previous global additional tariff of 10%.
For Norway, the new additional tariff is 12.5% for goods, and according to the Norwegian Ministry of Foreign Affairs, around 67% of US imports from Norway are affected by this new additional tariff.
The new tariffs are part of a wider US action covering around 60 economies.
The US says that the measures are connected to the way countries regulate and enforce bans on goods produced using forced labour.
According to the US Trade Representative (USTR), countries that do not have sufficient rules against imports produced with forced labour can face a 12.5% tariff.
Why has Norway received a higher tariff?
The US says that Norway also does not have sufficient rules to prevent imports of goods produced using forced labour.
The Norwegian government strongly disagrees with this explanation and argues that Norwegian and European companies should have similar trading conditions.
This is particularly important because Norway is part of the European Economic Area (EEA) and normally implements many EU rules in the Norwegian market.
But the new US system treats the EU differently from Norway.
For many EU products, the additional US tariff is structured so that the total tariff reaches 10%, which creates an important difference for Norwegian exporters.
For example, if a Norwegian product is subject to the new 12.5% additional tariff while a comparable EU product is subject to a 10% total tariff under the new arrangement, the Norwegian product may become more expensive on the US market.
This can affect the competitiveness of Norwegian companies, especially in sectors where price competition is strong.
However not all products are affected
The new 12.5% tariff does not apply to every product imported from Norway.
There are several exceptions and special rules. These include certain products that are not available in sufficient quantities in the United States or from other sources.
Certain energy products, fertilizers and other specific goods can also be excluded depending on the applicable rules.
This means that Norwegian exporters should not assume that every shipment to the US automatically receives an additional 12.5% tariff, and it is recomended to check the product classification and tariff code when determining the actual duty.
The new US tariff of 12.5% creates a challenge for Norwegian exporters because the difference between the treatment of Norway and the EU is particularly important for Norwegian companies competing directly with European suppliers.
International trade rules are changing quickly, and Norwegian companies should monitor further updates to avoid unexpected costs and delays.
